Mr. Overr had a demonstration area where the agricultural potential of Allensworth was demonstrated to new comers. The townspeople of Allensworth elected him Justice of the Peace in 1914. He became the first African American to be elected to that position in the State of California. Like most of the other town members he was a very strong believer in the notion of education. He donated the lumber for the construction of the first school in Allensworth.
